If I win, do I have to pay the taxes on my prize?

Big Prizes Mean Big Taxes — But We Have Your Back!

For this Raffle, we pay your Federal Prize tax for the Grand Prize and Second Prize!!  How much money will the Center for Family Resources send the IRS on your behalf for these Prizes? Up to the following amounts:

·     Grand Prize:  $40,000

·     Second Prize:  $6,000

That is a lot of money that you, the first and second prize winners, won’t have to pay to the IRS yourself!

Some Details

As a Prize Winner, you may immediately owe taxes to the IRS if your prize is over $5,000 according to the 2017 IRS code.  Please read the information below to better understand how we make our prizes even better by helping deal with the Federal tax liabilities.

Important note:  Nothing on this page or any of this website is intended to constitute legal or tax advice. All participants should consult your own legal and/or tax advisor.

When a Winner wins a raffle prize, the IRS requires that the Winner pay taxes on the Fair Market Value (FMV) of that Prize.  When the Prize is small, $5000 or less, those taxes are solely the responsibility of the Winner.  When the value of the Prize is $5,001 or more, the organization sponsoring the raffle must withhold the required amount of taxes on the Prize.  The sponsoring organization then remits these taxes to the IRS on the winner’s behalf.

In many cases, raffles require the Winner to come up with the necessary cash, either by sending the appropriate amount to the sponsoring organization or by allowing the sponsoring organization to deduct money from the Prize (if, say, the Prize has a cash component).  In the case of The Center for Family Resources’ Grand Prize, a Tesla Model S or X valued at $120,000, the Winner would be required to send 25% of that value to The Center for Family Resources — $30,000!  We would then forward the money to the IRS.  And you’d have to send us that money before you received your Prize.  Ouch!!

Because we at The Center for Family Resources believe that most people don’t have $30,000 lying around to send to the IRS whenever they feel like it, we decided that certain of our Prizes should include, as part of the Prize itself,  the required U.S. tax payment for the Prize.  The IRS understands and allows this possibility.  However, because the tax payment we make on your behalf is essentially something of value to you, it turns out that we have to pay taxes on the taxes that we are paying for you!  The bottom line is that we have to pay the IRS 33.33% of the Prize FMV, rather than 25%, for the privilege of paying your U.S. prize tax for you.  We are allowed to subtract the price of the raffle ticket from the amount we send the IRS, so the total amount we send to the IRS is allowed to be (Prize FMV less Ticket Prize) times 0.3333, which is $39,912.68, which we round up to $40,000 and call it a day.

For 3rd,4th and 5th Prizes, we make no tax payments because the fair market value is less than $5,001.

It is also equally important to understand that any and all other taxes, fees, surcharges, excises, and so on, whether from the United States, the winner’s state, the winner’s locality, or anywhere else, are the responsibility of the prize winner.

Are there additional tax credits?

The Winner of the Grand Prize or Second Prize which is also designated as a Battery Electric Vehicle (BEV).

Possible Federal tax credit of $7,500:  As of April 6, 2017, the U.S. provides a Federal tax credit related to the purchase of an electric car/vehicle. This tax credit is up to $7,500.  Tax credit availability will depend on vehicle type and delivery date. Your eligibility for income tax credits will also depend on your personal tax situation. We recommend speaking with a tax professional for guidance.

Possible State incentives, up to $8,000:  In some States, the First Owner of an electric vehicle is eligible for an incentive from that State. A State offering such incentives may require the First Owner to apply for the incentive.

You may wish to consult your states list of eligible vehicles to see if there are any state incentives. To verify eligibility for such an incentive, the Winner should consult his/her own tax professional.

Are there any additional costs to the Tesla Raffle ticket?


The Center for Family Resources wants you to know that this raffle has expenses associated with it, which means that not all of the money taken in by THE CENTER FOR FAMILY RESOURCES for a raffle ticket goes directly to THE CENTER FOR FAMILY RESOURCES for its charitable and educational purposes. Some of these expenses are not subject to our choice.

Variable expenses are costs that we incur for each ticket sold.

Our credit card payment processor is All South Business Services, which provides us an aggregate price of ~3%. If you want more of your money to go to our bottom line for our mission, please feel free to purchase your raffle ticket. We are only allowing on-line payments with debit and credit cards.

The Raffle also has fixed expenses. These expenses are sums that we spend regardless of how many tickets we sell. Here are some examples of other expenses used to implement the raffle:

2.     Social Media campaigns

3.     Local live on-site events

4.     Printing of marketing material

5.     Website development

Just to name a few.  We have budgeted approximately $60,000 for these expenses.

One very important point you should understand: No one affiliated with The Center for Family Resources benefits in any personal, direct way from this raffle. There are no hidden fees, commissions, bonuses, incentives or anything like that.  A portion of funds raised may be used to pay staff salaries, which is a necessary part of pursuing our mission; but the Center for Family Resources Board members, ordinary members and volunteers are all unpaid.

One other point regarding the cost of the raffle, the marketing and advertising being done to promote the raffle is also promoting the Center for Family Resources and our brand. Even though we are trying to sell raffle tickets we are reaching many people who have never heard of us.  This will bring additional opportunities for them to get involved in other ways in the future helping us further our mission.

How do I take part in the Tesla Raffle?

Participants can purchase a raffle ticket starting December 7, 2017. Interested participants may purchase as many tickets as they wish, each at $250. The following payment methods are accepted:

What if I can’t attend the live drawing to see if I won?

If you cannot attend CFR’s Red Carpet Gala in February 2018, you can also watch the event via Livestream.

If you are unable to watch the Livestream to see if you won, the winners will be posted on the raffle website the first business day after the raffle drawing. We will also use the contact information you supplied when you purchased a raffle ticket to contact you. Winners will be contacted by both telephone and email. If necessary, if prizes are still unclaimed 45 days after the raffle drawing Certified U.S. Mail notification will be sent to the address on the raffle ticket purchase form. We will continue to contact winners up to 90 days. After 90 days, we will count the winners that have yet to claim their prizes as forfeiting them.

The Center for Family Resources Raffle website will be available before midnight, Thursday, December 7, 2017.  Interested parties may inspect the website and, if they wish, initiate the purchase of one or more tickets.  The Raffle website may be reached at .

Thursday, December 7, 2017 – Friday, February 23, 2018:  Raffle Ticket Sales Period

Raffle tickets will be sold, up to the maximum of 2,500 valid tickets. However, ticket sales will cease as soon as the maximum is reached. In the event the maximum is reached before February 23, 2018, the Drawing will still be held on February 24, 2018 during the Red Carpet Gala event.

Important note:  raffle ticket sales are final.

Friday, February 23, 2018 @ 5 p.m. ET:  Raffle Ticket Sales Conclude

In the event that tickets remain available through Friday February 23, 2018 on-line sales will conclude at 5 p.m. Eastern Time.  Any order that is in progress at 5 p.m. will be allowed to complete.  New orders will not be allowed.  In the event that an order arrives after 2 p.m. along with payment, that payment shall be refunded and the order voided.

Important note:  raffle ticket sales are final for all orders received timely.

Saturday, Feburary 24, 2018, on or about 7:30 p.m. ET:  Raffle Drawing Takes Place

The Center for Family Resources Raffle Drawing will be conducted at The Cobb Galleria Centre Ballroom located at:

The Drawing time is approximate, and could be held later that same evening, but the Drawing will not occur prior to 7 p.m. ET.

All 5 Prizes will be Drawn.

The Prizes shall be Drawn in this order, to give every ticket the possibility of winning the best available Prize:  Grand Prize, 2nd Prize, 3rd Prize, 4th Prize, 5th  Prize.  The tickets drawn will be revealed in the following order, to maximize excitement and suspense: 5th Prize, 4th Prize, 3rd Prize, 2nd Prize, Grand Prize.

Ticket holders are invited to be present for the drawing by purchasing a ticket to the Red Carpet Gala they may also view the drawing via the live stream but need not be present to win.

Purchasing a Ticket

Tickets may be purchased only through the website.

Note that ticket purchases via the website are limited to no more than 10 per order.  This restriction is an effort to avoid purchaser error or purchasing decisions without full consideration of cost.  Should a purchaser wish to acquire more than 10 tickets, please call us or send us email as described above.  We will be glad to help.  You can also place a second or third order for additional tickets up to 10 tickets per order.

Ticket Price

The price of a single ticket is $250.  The stub will be entered into the Drawing and will be eligible for all of the 5 Prizes.  If the stub is drawn for a Prize, the ticket/stub will not be re-entered into the Drawing and therefore will not be eligible for additional Prizes.

Payment Methods

We are only accepting on-line payments with credit cards.

However, note that The Center for Family Resources does not accept checks, money orders, or any other financial instrument sent by mail for payment for a ticket from the 2018 the Center for Family Resources’ Raffle. Federal law does not permit the transmission of payment through the U.S. Mail for any “scheme offering prizes dependent in whole or in part upon lot or chance” (see 18 U.S.C. Section 1302)

Deliverables To The Purchaser

Each purchaser will receive an electronic purchase receipt delivered to their email address. Each purchaser will also receive an electronic raffle ticket delivered to their email address. Each raffle ticket will also be printed out and stored safely at CFR headquarters. You may choose to pick up your physical ticket from CFR headquarters during ordinary days of business between the hours of 9-5 pm.  You may also arrange an appointment in advance to pick up your ticket.  You may also receive the physical ticket from an authorized Center for Family Resources representative, e.g., at the Launch Event or by prior arrangement. The physical raffle ticket’s stub will be used for the Drawing. In all cases, the stub will be retained by the Center for Family Resources.

CFR does not have the option to mail raffle tickets via US Mail and will not do so.  It is against Federal law to send a raffle ticket through the US Mail.

Claiming a Prize & Obligations of Prize Winner

If you have won the Grand Prize or one of the other 4 Prizes! Here’s what you must do.

You must claim the Prize. If  you are right present when we conduct the Drawing! Come to the front of the room, and someone from the Center for Family Resources (CFR) will rush over to congratulate you and bring you up in front of the audience to celebrate!

If you’re not present we’ll use the contact information you supplied when you purchased your raffle ticket to attempt to contact, you. The Winner shall be notified by telephone and/or email and, if necessary, Certified US Mail. We’ll keep trying your telephone number and/or email address for up to 90 days. After 90 days, if we haven’t been able to reach you, we will consider that you have forfeited your Prize.

Once you have contacted CFR, you will need to confirm your identity. Your name must match the name under which we sold you the raffle ticket. You will need a government-supplied photo identification, such as a Driver’s License or a Passport. In some cases, we may choose to accept alternate forms of identification and/or a high-resolution scan of the identification.

Once we have verified your identity and confirmed that you are a Winner, you must supply us with the following information:

·     Your Full Name

·     Your Taxpayer Identification Number (this is usually your Social Security Number)

·     A signed affidavit attesting to winning and accepting the Prize — we will supply you with this document — to be returned to us as a physical document, with notarization

We will issue a Form W-2G to you by January 31, 2019. We will file Form W-2G with the IRS by the last day of February, 2019, to report your winnings.  For any Prize where we have promised to pay the federal prize tax payment on your behalf, we will timely file the necessary paperwork and payment. See IRS Notice 1340.

We also expect Winners of any of the Prizes to allow us to use their name, likeness, state and town as part of our celebration and promotion of this raffle, online and offline, and as part of any future raffles we may conduct. By entering the raffle you are providing your consent for such use of your name and likeness.

Winning The Grand Prize


You have just won a Tesla Model S Sedan or Model X SUV! And not just any version, either… you can configure your new vehicle with some very nice options on it!  

All new Tesla vehicles are “build-to-order” (see next section). We stand ready to help you with this process, not to mention, pay for it. We will work with you to create an account for you on Tesla’s website. If you wish, we will help you configure the car. You may then modify the configuration to your heart’s content, with or without our help in modifying the configuration. Or, you may configure the car yourself, from scratch.

You can choose the Model S sedan or the Model X SUV. You will pick major options, colors, interiors, and so on.   Once you have finalized your configuration, we will pre-pay Tesla the amounts as described elsewhere.

Your vehicle will be built by Tesla, Inc., as they would any other purchaser’s vehicle, and it will be delivered in their standard timeframes.  We recommend you consult a Tesla sales representative to determine vehicle delivery times.

In its sole discretion, Tesla, Inc., may deliver the vehicle to your home. Otherwise, it will be available at the Service Center nearest your home or place of work.


Unlike most automobile manufacturers, Tesla does not create extensive inventory in advance, that is then shipped to dealers where it sits on their lots.

Instead, every new vehicle Tesla sells to a customer is created as a “build-to-order” vehicle. The customer uses Tesla’s website to create the exact vehicle s/he prefers. The customer selects whatever body color, seating type, wheel type, interior decor and options s/he prefers. Tesla builds exactly the car that you order.

Because each car is built to order, you will wait a period of time (often a month or two) after your order is confirmed to take delivery.  Consult your Tesla Delivery Specialist for further information.

Inventory & Certified Pre-Owned (CPO) Vehicles

Tesla has a limited number of so-called “inventory” cars: these are demo cars that were built for Tesla showrooms or build-to-order cars whose orders were cancelled. These cars may have additional mileage and use but are still sold by Tesla as new cars.  These cars are fully eligible for any applicable US federal EV tax credit or State incentives. They are available for immediate purchase, but the customer has no option to reconfigure them in any way.

Tesla also has a Certified Pre-Owned (CPO) vehicle program that makes used cars available for immediate purchase. These cars are sold “as is”.

CFR believes that the Grand Prize Winner is likely to be happiest with a brand-new, build-to-order vehicle. If you think you would prefer an inventory or CPO vehicle, please let us know at the time that you claim your Grand Prize.

Federal Tax Credit & State Incentives

A Model S or Model X delivered in calendar 2018 is likely to qualify for the Federal EV tax credit of $7,500.  Tax credit availability may depend on vehicle delivery date. Your eligibility for income tax credits will also depend on your personal tax situation. We recommend speaking with a tax professional for guidance.

Note that there may also be applicable State incentives of up to $8,000.  You may see Tesla’s list of state incentives here.  Please consult your tax professional.

Winning Second

You have just won our help with your purchase of a Zero Motorcyle  of your choice up to a $17,000 value.  

Also, we will pay your Federal prize tax payment on the value of your prize:  up to $6,000 for 2nd Prize.  We will make this payment so that you don’t have to!

Fifth place prize is entirely money.  It will be paid by the Center for Family Resources to the winner as soon as possible after the Raffle concludes.  They will be paid by bank check.

Fifth Prize is $1,000.


The Center for Family Resources is the sole operator and benefactor of The Tesla Raffle.  No consulting fees have been paid in relation to the operation or conduct of the Tesla Raffle.  Marketing and advertising products and services delivered to The CFR in  association with the conduct of the Tesla Raffle have been expended under the Direction of The CFR Board, Employees and Volunteers for the sole benefit of The CFR with the dual purpose of raising donations and expanding awareness of The CFRs ongoing role in empowering families.

An itemized list of all expenses other than prizes that are incurred in the conducting of the raffle as well as the name of each person to whom the expenses are paid and a receipt for all of the expenses and an itemized list of the recipients other than the licensee of the proceeds of the raffle, including the name and address of each recipient to whom such funds are distributed will be maintained by CFR as required by Georgia Code § 16-12-22.1.
